GitLab for Jira Cloud: Top-level groups not appearing in group link search results

Description

When using the Link groups feature in the GitLab for Jira Cloud app, searching for a top-level group namespace does not return the group itself in the search results. Only subgroups and nested groups are displayed, making it difficult to link the top-level group.

Impact

Users cannot easily find and link top-level groups when there are many subgroups, as they must paginate through multiple pages of subgroup results to potentially find the top-level group.

Expected behaviour

The top-level group matching the search query should appear in the results, ideally at the top or prominently displayed.

Actual behaviour

Only subgroups are displayed (e.g., X/Y/Z", "X/Y"). The top-level group X itself is not shown.

Proposal

Modify the search to prioritize or include exact matches for top-level groups in the search results.
