Increase the number of rules allowed for a MRAP

Why are we doing this work

• as the MRAP becomes more configurable with various filters that are specific to only certain scanners (e.g. KEV, EPSS, and reachability), there is a likelihood for users to want to add more rules to have different values for these filters
