Project > Manage > Members > Groups should be paginated

The Project > Manage > Members > Groups tab is currently not paginated. Causing timeouts for projects with a high number of invited groups.

Possible Solutions

Short-term

The simplest solution for this is to paginate the results -- preventing loading a large amount of data at once.

Long-term

We should consider migrating this page to Vue and loading the memberships using the API. Similar to Migrate Member pages to use an API for the data... (&4268)
