Add separate setting for Zoekt indexing FileSizeLimit

Background

Currently, Zoekt is sharing the setting of FileSizeLimit from Advanced Search. This makes zoekt get coupled with the Advanced search, which is a blocker to deprecate Advanced Search for code search.

Proposal

Add a separate setting for Zoekt. We can not completely remove for Advanced Search because this setting must be used by wikis as well.
