Merge request sidebar is does not stay fixed align to top when bottom of page reached

Issue

When you scroll down to the bottom of the page, the right sidebar on the merge request page does not stay fixed aligned to the top, it scrolls up a bit.

As a result, the sidebar moves when inputs into the comment box which causes the comment box to grow vertically.
