Remove resize handle when Wiki sidebar is collapsed

Summary

When the Wiki sidebar is collapsed, the resize handle remains visible, creating an unnecessary visual element appended against the global sidebar.

Current Behavior

1. Navigate to any Wiki page
2. Collapse the Wiki sidebar
3. The resize handle/expandable bar remains visible against the global left sidebar

Expected Behavior

When the Wiki sidebar is collapsed, the resize handle should be hidden completely, leaving a clean edge against the global sidebar.
