Sync Foundational flows between Duo Workflow Service and GitLab

Problem

Foundational flows should not only be available in the individual project to be used but also become part of the catalog. For two reasons:

1. Users should be able to use these as templates for implementing their own flows.
2. This would make it easier to reuse some of the same approach as for custom flows as outlined in &19478

Desired Outcome

Foundational flows are synced to the catalog.
