Show Minimal Access users on Usage Quotas/Seat Management page

Problem
Minimal Access (MA) users are not currently visible on the Usage Quotas > Seats page, so Owners/Admins cannot see which users were added with MA role due to seat constraints when Restricted Access was enabled and there was no seats left.
There's so way to distinguish between intentionally assigned MA users vs. those who received MA due to provisioning with no seats, which limits visibility into the impact of RA + protocol provisioning.
Proposed solution
Display MA users on Usage Quotas > Seats page so Owners/Admins can see complete user list.
In the first iterations, can be just that, no enhancements.
Enhancement 1: Add filter/column to distinguish:
- MA users assigned due to seat limits (protocol provisioning)
- MA users manually assigned
- MA users from other reasons
Enhancement 2: Show count summary: "X users with Minimal Access (Y due to seat limits)"
Consider: Add "Provision Date" column to identify recently added users
Consider: Add bulk action to upgrade MA users to Member when seats become available
Note: Align with SAM vision for future seat management page
Acceptance criteria:
- MA users are visible and clearly labeled
- Optionally: Easy to identify MA users from protocol provisioning
- Optionally: Provides actionable information for admins
