New Sidebars in 18.5 can't scroll

The default sidebar on the left side, introduced in the 18.5 UI redesign, doesn't have scroll bars or a way to re-order elements.

If an MR has many requested assignees or reviewers and many labels, the assignee or reviewer lists takes up all available screen space and the labels are truncated. Because I use labels to track status on an MR, this is not desirable.

In the previous UI, the assignees, reviewers, and labels were all part of the main page, and scrolled with the main page.

Please add scrollbars to the left sidebar.
