Support hiding discussions on commit diffs
Proposal
We should support hiding discussions for commit diffs in Rapid Diffs.
Solution
- File comments toggle I think we should go with the menu option, similar to MR diffs.
- Labelling "Show comments on this file" / "Hide comments on this file"
