"What's new" scroll does not reach all items

With the screen windowed the scroll bar lets you see the top of the second last item:

With the browser in full screen, there is no scroll bar at all, but you can see just the top of the last item:

This should allow a user to see all tiles and read all update notes, possibly the featured updates are using space that was not accounted for, it looks like that section is exactly the size missing from the scrollable portion.
