User dashboard changes for work items

• Label this issue

On the user dashboard, the 'assigned issues' links and related page need to be updated from 'issues' to 'work items'

• Rename the navigation item from 'Assigned issues' to 'Assigned work items' — including the tooltip and aria labels.
• Update the nav item to use the work items icon
• Rename the 'Issues' page to 'Work items' — including the nav item, page heading, and title (tab bar)
