Tab focus style is cut by preceeding div (like breadcrumbs) on chrome

Summary

The focus visual on chrome is "cut" by the div just before.

Steps to reproduce

Go on any issue tracking like the gitlab one. And click on a already opened tab or use keyboard to focus.

What is the current bug behavior?

Focus blue border style cut by the upper div. On gitlab issue tracker tabs, it's cut by the container of breadcrumbs.

What is the expected correct behavior?

A focus style should not be cut and make the whole action "space" to be visually identified
