Support detection of AWS IAM Resource IDs

Problem to solve

IAM Resource IDs (prefixed with AGPA, AIDA, AROA, AIPA, ANPA, and ANVA) represent another category of IDs that are safe to use in the code and pose no security risk. While some secret detection tools detect these with low severity, they could potentially create noise unless severity levels are configurable.

Proposal

Hold off on adding these IDs to our ruleset until we provide support for customer-configurable severity levels. More details on severity scoring can be found in Secret Detection Severity Scoring system (&10320)
