Create "Database reviewer Agent"

Problem

We need a specialized agent to have an in-depth context of our recommended guidelines and best practises. So that developers can chat with the agent to make sure the queries introduced in the MR are performant and won't cause any downtime or break the SM instances upgrades.

Solution

Add a new custom agent Database reviewer Agent with detailed information to do the database review for a given MR or answer Db related questions.

Investigate to what capacity we can improve duo... (#562391 - closed) have improved the prompt for Database migrations in duo/mr-review-instructions.yaml, this can be viewed as an extension of this.
