Audit that anti-abuse works with AWS Protocells

Anti abuse services like PVS (will be replaced sooner), id verification are rolled out using Runway.

Do a full audit of everything anti-abuse so that there is no GCP specific infra in there and parity is achieved even if protocells is on AWS.
