Catalog resource usage counts, high level overview

Provide a high-level view across all my components in my organization:

• The action row / notifications are not in scope
• This needs to work for gitlab.com, GitLab Dedicated and self-managed.
• The list of catalog resources (component projects) as shown in the screenshot should include only those that the current user can see – the same way that visibility of components works in the Catalog itself today
• The version number behind a catalog resource reflects the latest released version of that resource
  • The usage numbers reflect uses of all versions, not just the latest
  • Each catalog resource usage is only counted once, e.g. if one project uses all five components that exist within one catalog resource, this counts as one usage of that catalog resource.
