Summary: Flow crashes when attempting to create MR with Duo for new project issues

Steps to Reproduce:

1. Create a new project
2. Create an issue within the project
3. Click on "Create MR with Duo" button

Expected Behavior: The Flow should start successfully and proceed with creating a merge request using Duo

Actual Behavior: The Flow crashes before starting

Impact: Users are unable to utilize the "Create MR with Duo" functionality for issues in newly created projects
