Drop index_ci_runner_machines_on_runner_id_and_type_and_system_xid index

After a replacement index with the sharding key is added in #562046 (closed) and has been deployed to self-managed users, we can drop the existing index_ci_runner_machines_on_runner_id_and_type_and_system_xid index.
