Resolve organization context edge cases

In !209311 (comment 2846643038) we identified a number of edge cases where it's unclear how we should handle an ambiguous Organization context.

Some examples:

• Imagine you are a developer using this API and you have a typo in your organization path. You would still get data out of the api but from the Default Organization.
• You could have different Organizations referenced via header and path.
