Investigate GLEX cookie loss in feature specs pre login (signup_spec.rb).

I am seeing that pre-login GLEX cookies are getting lost during feature specs which cases double segmentations. Previously we didn't notice because we were ignoring these issue symptoms but if we can address this we can protect against this bug class and assert that experiment flows are triggering the correct tracking events.
