Pasting images into textareas incorrectly uploads them as designs to Design Management

Problem

Our Design Management feature allows users to use the copy/paste function from keyboards to upload images as Designs to Design Management: https://docs.gitlab.com/user/project/issues/design_management/#add-a-design-to-an-issue

Take a screenshot or copy a local image file into your clipboard, hover your cursor over the drop zone, and press Control or Command+V.

However, the aspect of "hover your cursor over the drop zone" is not always respected. When users are pasting images while writing in Duo Chat, or creating a new related issue in the modal above the current page, any images being pasted into these textareas become designs in the underlying issue.

Solution

Ensure that pasting images only results in them being uploaded as designs when users really hover over the drop zone, and not when pasting them into any textareas.
