Issue to MR visibility for confidential issues

Currently the button appears for confidential issues, there wasn't a deliberate choice to prevent it from working on confidential issues. Come to think of it, do we have any mechanisms to limit Duo Agent Platform from accessing confidential issues?

A few areas of concern:

• Flows can not be marked as confidential, so if a flow works on a confidential issue, it might spill the contents in the flow
• The issue might have security concerns that shouldn't be shared

Perhaps it a non-issues but let's make a deliberate choice to show the button for confidential issues.
