Gitlab 18.5.1 stopped scheduling jobs for pipelines

I'm the maintainer of the Gitlab port for FreeBSD and currently prepare an upgrade from Gitlab 18.4.3 to 18.5.1. The upgrade itself went fine, but my tests showed that pipelines do not run anymore or better the jobs are not created.

Normally if I do a commit in a repository jobs should be scheduled, but that does not happen anymore:

I already searched the log files, but they are so huge that it is difficult to find there something if you do not have an idea for what to search.

Does anyone have an idea where I could start to search to understand this problem?
