Duo Default Namespace setting exists in UI and IDEs

Problem to solve

The "Duo Default Namespace" setting exists inside IDEs to allow Duo to work outside of detected gitlab projects (since IDEs can open any arbitrary directory).

A similar settings has been added inside the gitlab.com UI, which also allows configuring the default namespace.

Do they do the same thing? Why do we have two settings? Do we need both? Should they stay in sync? Which one takes precendence? Which one should our docs suggest users use?
