Chat Empty State - Duo is On with Suggested Tasks

Problem

Currently, there is no dedicated empty-state for GitLab Duo when it's active and available to users. Users need a clear entry point to interact with GitLab Duo that provides contextual assistance and suggests relevant tasks based on their current project context.

Design Proposal

Implement a comprehensive empty-state chat interface that includes:

Main Chat Interface:

• "Chat with GitLab Duo" header with contextual project information
• Descriptive text: "Get help with code, planning, and, security, project management, and more"
• Input field with "Let's work through this together..." placeholder
• Send button and response display area
