Show disabled trial features with explanatory messaging instead of hiding them

We have a GitLab Trials FAQ page that explains what features you do and don't have access to with a trial license: https://about.gitlab.com/free-trial/#what-is-included-in-my-free-trial-what-is-excluded

But there's no guarantee that users will find and read this page, nor that these limitations will be communicated throughout an organization that's using a GitLab trial.

These trial limitations could especially come as a surprise for existing customers that end up on a trial due to a delayed renewal or for other reasons.

For trial users, it would be very helpful to signal in the GitLab UI where a feature is unavailable because of the trial.

Example scenario: Group access tokens with GitLab.com trial

With a GitLab.com trial, you cannot create or use group access tokens.

Currently, if you're on a trial, the option to enable or disable group access tokens is just missing from Settings > General > Permissions and group features:

Compare this with the same settings section on gitlab.com, for a group with a non-trial Ultimate license:

It would be a better user experience to:

  1. Leave this setting visible, but grayed out, and add a message that you cannot use group access tokens with a GitLab.com trial license.

  2. Add a banner that explains this trial limitation on the Settings > Access tokens page:
