Include group IP restriction logs in audit events

Proposal

We can currently restrict access to groups via IP addresses but do not log anything that can allow a Group Owner to audit or monitor this.

In the rails log, we do log events that show Attempting to access IP restricted group but this is not visible to customers in the context of GitLab.com. While this would likely be too large for database Audit Events, it can likely be an option for Audit Event streaming for ultimate customers who need more robust monitoring of access. This is useful for customers who need to maintain compliance and need to track accepted and rejected requests.
