Bug: Granular scope is listed for PAT, PrATs and GrATs without child values for granular scopes

b58e6c79 added starting implementation for granular token scopes. The work included adding granular to scopes, which are populated in the UI for personal, project and group access tokens.

The scopes should either include all the child granular scopes as indented checkbox items or as a dropdown (based on figma designs proposed). granular itself isn't a valid scope so it's be a UI bug, but also any tokens created with this scope as-is won't be useful.

Steps to reproduce:

• Navigate to any project with maintainer or owner role, or create a new test project.
• Use the left navigation to go to Settings and Access tokens
• Try create a new PrAT with Add token button, but review the list of token scopes listed
