Data retention message needs better visual integration in chat history

Design and create messaging that communicates to the user chat deletion information.

Current state

The data retention message appears as a prominent gray box that breaks the visual flow of the chat history In Chat History, it sits awkwardly between the header and the first chat entries

Goals

• Communicate to the user when they can expect chat deletion
• For self-managed, assure that the correct messaging is displayed based on setting

Target users

• Self-managed users - Should see message based on settings
• .com users - Should see the standard message for chat deletion
