Update global_ai_catalog, ai_catalog_flows, and ai_catalog_flows feature flag types

• The feature flag global_ai_catalog is of type development. This one is deprecated and we should use gitlab_com_derisk instead.
• The feature flag ai_catalog_third_party_flows is of type wip. All changes have now been merged into master and we can upgrade this flag to gitlab_com_derisk and create a roll out issue.
• The feature flag ai_catalog_flows is of type development. Instead, it should be wip, as the feature itself will need more merge requests to be merged to be complete.
