Merged mrs marked as closed instead of merged

We are noticing multiple cases of MRs that have been merged and deployed get marked as "closed" instead of "merged". This is causing confusion for our developers.

Upon trying to investigate, we tried to open the MR again but that resulted in 0 changes. So now we have open merged MRs that have 0 changes because the changes are already merged to master.
