Make sure BBM DICT file has a finalized version when a migration finalizes the BBM

In !209693 (comment 2835733256) we discussed that when finalizing a BBM, we don't currently enforce that the correct timestamp of the migration is added to the BBM's dictionary file. This is something we can probably improve in the cop rubocop/cop/background_migration/dictionary_file.rb
