Add advanced_sast_partial_scan input to sast components

Why are we doing this work

Diff-based scanning was introduced in &16790 (closed) but currently only works with CI templates.

We should add advanced_sast_partial_scan as an input in the SAST component to support components as well.

Implementation plan

  1. Add the advanced_sast_partial_scan input to the SAST component that supports differential string for now.
  2. Define the ADVANCED_SAST_PARTIAL_SCAN variable in the gitlab-advanced-sast job and set it with the advanced_sast_partial_scan input if configured.
    1. For context, reference this issue that uses the ADVANCED_SAST_PARTIAL_SCAN variable to configure the advanced sast scan.
  3. Verify that the input configuration successfully triggers a differential scan
