Contractor: lowercase or uppercase for keyboard commands

Problem to solve

When we were looking at spacing in keyboard commands, we noticed that we often change between uppercase and lowercase.

We list uppercase as the standard, but pages like the quickactions one use lowercase.

We need to look at more examples and figure out a path forward.
