Migrate AI Catalog flow config version from experiment to v1 (for custom agent chat)

Flow Registry has released a v1, containing a subset of experiment config features. The subset should be 100% of the Flow Registry features that AI Catalog use.

Note, the remote flow environment may need to be changed to ambient !207608 (merged) meaning when a flow is triggered, or agent is tested, it runs in a CI pipeline and is recorded.

Proposal

• Change from experimental to v1.
• Ensure AI Catalog features continue to work:
  • Custom agents in duo chat
  • Custom agents with flow triggers No longer a feature
  • Custom flows as flow triggers They now use their own YAML which must be v1
  • Testing agents - at time of writing this functionality is now disabled
  • Testing flows
