Apply Tool Response Truncation to all component in Flow Registry

As a follow up issue to track the work needed to apply tool truncation to all tool executors in Flow Registry. The related MR has applied truncation to all the tool execution out side of the Flow Registry. We need to apply the same to reduce the error and keep consistent.
