Show Median Age in severity count panels [FE]

Summary

A user would like to know the median age of the vulnerabilities per severity to have an indication how long they've been open. Add the following:

1. Show median age of open vulnerabilities per severity in a badge.
2. Update info tooltip to include text about median age and update on how to access the link
3. [IF POSSIBLE] Remove "View" link and make single stat clickable (check design: #521639[Overview_w__time_stamp_in_header.png] (comment 2867456109))

Verification steps

1. Go to https://gitlab.com/groups/gitlab-org/govern/threat-insights-demos/verification-projects/-/security/dashboard
2. Notice the stat itself (count per severity panel) is clickable and opens vulnerability report filtered
3. Verify there is a label below with Median age of vulnerabilities.
4. Make screen narrow, the label will truncate and show tooltip on hover with full text
