Proposal

• Rename all Delete immediately actions to Delete permanently
• Rename Allow immediate deletion admin setting to Allow permanent deletion

Implementation guide

• First complete all issues blocking this one. We want to get the UX consistent first then we will change the terminology all at once so we don't have mismatched terms throughout the product.
