Error when adding the first security attribute for a group

When viewing Security Configuration for a top level Group (TLG) that has no existing saved Categories (or Attributes) and then trying to add an Attribute to one of the default Categories, an error happens.

This error does not occur when adding a brand new Category, with or without a new Attribute. After a new Category is added, new Attributes can be added to the default Categories as expected, so this can be considered a workaround.

Note: I don't know that it has to be a TLG, but that's how I reproduced the issue.
