Work items - extend sidebar show/hide to all sizes

Currently show/hide sidebar only applies when attributes are displayed in a sidebar to the right of the content. When the content reflows, as is now more common in the new UI, this setting disappears and is not applied. We can apply it in all contexts for users who do not need to see this information by removing the condition on layout.

Proposal

• Rename action to "Show|Hide fields"
  • Keep icon as-is
• Persist hidden/shown state regardless of reflow
  • Show inline button in the location sidebar would appear when reflowed
