BUG: Cannot select dropdown items when form is not empty

Summary

There seems to be a bug in the UI where the dropdowns are no longer selectable when the form isn't empty.

While technically a bug, I'm setting this to typefeature since the secrets manager is not available in production yet, so this doesn't impact users at the moment.

Steps to reproduce

1. Enable the secrets manager
2. Visit the /-/secrets/new
3. Verify that you can select dropdown items from the environment scopes and branch dropdowns when form is emtpy
4. Enter a title. The brandch selector dropdown items are no longer selectable.
