Add Duo CE support for agentic search tool

If you ask the Duo Agent to search for something, and it appears in a file excluded by Duo Context Exclusion, it will become aware of the contents of the file via search and then report that it cannot access the file due to context exclusion.

Instead the search results for the Duo Agent should be stripped via Context Exclusion before being provided to the LLM
