Enable wiki page subscription notifications for content edits

Proposal
After testing the new wiki page subscription feature introduced in GitLab 18.3, we've discovered that subscribers are not receiving notifications when wiki page content is edited. Notifications are only sent for comments added to wiki pages, not for actual content changes.
