Duo + Q /q review adds threads that should be comments

Summary

Using Duo with Amazon Q /q review opens multiple threads for items that should be comments. Many customers require that all threads be resolved before it can be merged.

Steps to reproduce

  1. Create a new Project that has Duo with Amazon Q enabled.
  2. Create an MR, that includes some commits (preferably that would include something that would be reviewed by Amazon Q)
  3. Run q /review via a comment.

The starting and finshed comments are threads.

What is the expected correct behavior?

These items should be comments rather than threads.
