Parent dropdown list is blank when creating a new issue

Summary

When creating a new issue within a project, the dropdown list for Parent is blank. However, when bulk editing issues in the same project or editing an existing issue, the Parent dropdown list shows valid options.

Steps to reproduce

  1. Create an Epic on a sub-group, under a top-level group.
  2. Navigate to a project that is part of a subgroup structure.
  3. Click New issue to create a new issue
  4. Observe that the "Parent" dropdown list is empty, you cannot select the Epic created in step 1.

What is the expected correct behavior?

The "Parent" dropdown list should show available Epics from all parent groups and subgroups when creating a new issue, similar to how it works when editing an existing issue

Possible fixes

Based on investigation, when creating a new issue, GitLab is only looking at the top-level group for Epics, not including subgroups. The GraphQL query appears to be using includeDescendants: false when it should be including descendants.

When editing an existing issue, the query correctly scopes to include the direct subgroup, which is why it works in that context.
