Backfill migration for token_status field

After syncs are addressed, perform a backfill migration on the Vulnerabilities Elasticsearch (ES) index for existing records that include the token_status field.

Additionally, update the GraphQL resolvers to include a check for whether the toke_status backfill (exposed as validity_check) migration has completed. This check should be added to Add GraphQL API argument for filtering vulnerab... (#570478 - closed).
