Default issue description template from settings not applied to new issues unless “new item” opened in new tab

Summary

We (charliecloud/charliecloud>) have one issue template, set in the project settings. This template is used when creating an issue in a new tab/window, but not if you just click on New item.

Steps to reproduce

  1. Browse to the Charliecloud issues page.
  2. Click New item.

What is the current bug behavior?

  1. Description box is blank.

This happens in both Firefox and Chrome.

It does appear to be intermittent. Some tabs are blank, some have the template.

What is the expected correct behavior?

  1. Description box contains the same text as it would if you go to our new-issue URL in a new tab or window, or right-click on New item and chose Open in new tab.
