Tooltips to resolve a thread in a review is unclear

Proposal

Current toggle tip to resolve and reopen thread need to be changed because it is unclear what it does in the context of a review.

Current: Resolve thread	Current: Open thread

The change

Relabel the existing tooltips

1. "Thread will be reopen" -> Reopen the thread
2. "Thread stays open" -> Close the thread

Additional context from @janis

Its phrased that way because if you start a review, toggling that button does not immediately resolve the thread, but only once you submit the review, so it needed that future tense.
