Navigate to review approval from MR homepage

Proposal

From the MR homepage, hovering over the reviewer avatar should show a preview of their comment as well as name.

Clicking on the reviewer avatar should navigate the user to the review approval in the merge request.

We currently show a popover on comments in discussions today.

Assumption

• The change in behavior to show this preview instead of the user details in avatar is something that needs to be validated.

Considerations

• If the user just commented and didn't leave an approval status could we show their last comment as a preview?
